San Francisco’s Board of Supervisors takes 17 ballots to choose a President.

He had been President of the Board before for four years, and it wasn't on his list of things to do, so he said he said he didn't want the board to reach the 15 ballot threshold like the Republicans in Congress, but the Board of Supervisors then proceeded to blow through that 15 ballot threshold. And finally, on the 17th ballot, Peskin was elected the Board President, appointed supervisors to lead and sit on committees, and he can also reject legislation before it gets to the full board

I don't know what's going on in the cosmic space of, like, why are people not using their emotional intelligence to find common ground quickly so that then the next stage of their engagement is just moving forward with agenda and changing the world and working on infrastructure and building a better society.
