Outline your story using these five elements and that is the exposition and an inciding incident, then rising action, a climax, then falling action, and at the end a resolution. So following this, five elements in the right order will give the characters a goal or a purpose and then you can work towards putting them in a situation where they have to make a decision

Edit your final draft a couple of times to correct spelling, grammar or punctuation errors. Don't use repetitive words and get rid of unnecessary adverbs or adjectives like don't say he cried, he spoke sadly, he was hugely unhappy, those kind of things. So remove redundant sentences to tighten your story and keep revising your story to improve clarity and flow. Remove weak words and use strong imagery, so it should give you the visuals that your audience imagine
