It's people that are religious. They are Christians. They have rejected the power of God. They rejected the power that could make them righteous. Why? Because they feel like they can achieve this on their own. They think it's obtainable without God. The verse tells us to be warned, to stay away from people with this mindset. Titus 116 they profess to know God, but they deny Him by their works. They are detestable, disobedient, unfit for any good work
