Wajib, meaning you do it under certain conditions and if the conditions are not met, it's not obligatory on anyone. In terms of hajj, one has to have enough financial resources and means to perform hajj. And hajj is not performed by taking loans or putting oneself in hardship and doing it. So if in case somebody is not really able to perform hajj, they do not have enough, then it's not obligatory on them to do so. Hajj in the real sense is a spiritual journey
