Short term decision, immediate decisions that is how you in basis pay a decision goal also matters because that is where exactly what you plan to reach. Goals may keep changing but value should never change ideally that is what is important. Goals are the things which can change from times into time short term, long term but the value should not change and sometimes value should change but goals should not change there is no set formula for it.
