2 Types: "Cloudhoppers" & "Sidewalkers"
Cloud hoppers exist at one end of the spectrum, and there's a lot of subtext in the way that they communicate. And so the imagery is that they hop from cloud to cloud, and the space between the clouds gives you wiggle room for interpretation, for the subtext, maybe even the diffuse edges of the clouds, or the density, or lack thereof, of the clouds. And cloud hoppers can communicate effectively with fellow cloud hoppers
