Clouds are always moving?

So I came across with an idea of shading. Clouds in the atmosphere generally move with Earth's rotation due to friction with Earths of it. The atmosphere and clouds in it are carried along with Earth's bin. But I guess if there was no wind whatsoever, the clouds would stay exactly above the hot spot on the surface that caused the cloud to form. The air that the clouds are floating in is rotating at the same speed as the ground below. They are locked together by gravity

It's at the large scale of the way prevailing vents blow due to the interaction of that rotation and the Sun's heating effect during the day night cycle
