That means it was like a human bomb created by someone. The disturbance in human nature already caused lots of destruction now so there was no way to risk for arrival of such new creature on the land. They had to search for that evil scientist as fast as possible. But unfortunately, that same boy who appeared on building was that scientist who disturbed the metabolic behavior of that person and changed him into a bloody monster
