You can say numerology is based on astrology in some parts but astrology is definitely not based on numerology. One is not more acceptable than others. You are contemplating ancient forms of evolution that have existed since the beginning of time. Many people study and utilize neurology and then once they have become comfortable, then they take on astrology. In my personal experience, I have found astrology more complicated than neurology.
